You wouldn't say Outside is the cat? (as though everything outside is the cat (as though you were asking whether the cat is everything outside)). You would say Is the cat outside (an conjugational use of the verb to be, an action, an command and not an French sentence which always starts with the Creator as the masculine pronoun Il. Even the weather is named after him. But in English we say is the cat outside and not everything outside is the cat. The emphasis isn't on what an Creator thinks but what an individual human thinks, which has to match up to an Creator in Greatness. It's the only way to Glorify God. By trying to be as good as he/she/it.
That's what makes English one of the most powerful languages on Planet Earth.
It's all about relativity, really. You're seeing it as everything in existence being compared to being an cat. Versus how the cat is only inside or outside. From inside, you say, is the cat outside? and not outside is the cat? because you are giving it an command 'to be' whether it is inside or outside (the infinitive form of the verb used as an conjugational subject). God cannot give us commandments this way, but humans can. And since the emphasis is on the average individual human the English language wants to order you to choose between whether the cat is outside; and not whether we name, perhaps artistically, all of outside an cat. Is it useful as an metaphor? An story that can pick up on God's type of purring. And is that really it then? An comparison between two types of language behavior? In French you talk about God's opinions openly like it was the weather. And in English you talk about your own opinions and leave that matter of knowing what God thinks up to the Fortune Tellers. Maybe because in French, outside is the cat.
